Thursday, April 28,2005 Second raid results in 24 arrests at city tavern The Post-Crescent APPLETON A second crackdown on drug and other illegal activity at a tavern resulted in 24 arrests overnight. Police Lt. Pat Matuszewski said this morning that seven of the arrests made during a fourhour enforcement detail at the Fire Alarm, 1709 E. Wisconsin involved drug charges, with six suspects taken to the Outagamie County jail. "This is round two of that detail and if we need to we'll go to round three," Matuszewski said.

Among those jailed overnight were: a 27-year-old Kenosha man for felony possession of marijuana and a probation violation; a 22-year-old Menasha man for possession of drug paraphernalia and probation violation; a 23-year-old Appleton man for possession of cocaine, obstructing and probation violation; a 30-year-old Neenah man for possession of drug paraphernalia and outstanding warrants; and, a 28-year-old Menasha man for: a sixth offense drunken driving, possession of drug paraphernalia and other traffic charges. Authorities were somewhat surprised at the level of activity considering that a similar crackdown during the bar's ladies night promotion on Wednesdays a week earlier netted 16 arrests. Appleton police were again assisted by undercover officers and a drug detection dog with the Lake Winnebago Metropolitan Enforcement Group (MEG), a four county drug unit. Increased calls for police service and an anonymous tip regarding drug use and dealing prompted last week's crackdown. Police said the Fire Alarm's owner has been cooperative.

"Every year I have a certain number of kids who really are thinking, 'I want to go on to school; I just don't know what I want to study right now," Kust said. "In some cases they're not sure about their fitness for going on and being able to handle the rigor of a four year program." residents Beginning this fall, of the rural Chilton and Clintonville areas including Kust's current and former students will have a new opportunity to ease into higher education in their own communities.

They can pursue a UW Colleges Associate of Arts and Science degree from the two-year University of Wisconsin-Fox Valley in Menasha by completing coursework at Fox Valley Technical College's two regional centers in Chilton and Clintonville. In the days before a press conference recognizing the inaugural partnership between the colleges Wednesday at UW-Fox Valley, representatives of both colleges met with administrators at Hilbert and Brillion high schools. "We have the information posted right away," said Brillion High School guidance counselor Jeff Vande Hey. "Those who are unsure of what they are going to do or just want to put their feet in the water, those are the students we'll bring the option to." The colleges also have scheduled upcoming visits to Stockbridge, Chilton and New Holstein schools. The 60-credit degree program 32 credits from UWFV and 28 credits from FVTC is intended to suit a diverse group of students, including those who may choose to complete an associate of applied science degree from FVTC, said Ron Toshner, FVTC's dean of general studies.

"We identify classes that would count toward the degree and would be transferable," Toshner said, listing the first three general education courses available in fall as Written Communications, Art Survey and Introduction to Psychology. "The idea is (people) don't lose anything by coming into this program." Preliminary funding for the program wasn't a primary con- cern, partly because the program draws from existing resources such as online and distance learning technologies, said Jim Perry, UWFV's CEO and campus dean. Long-term revenue will come from students' tuition, said FVTC President David Buettner. "There is a pay-as-you-go aspect to this," Buettner said, but added both regional centers are operational and that helps stave off additional program costs. Tuition fees will vary depending upon whether a class is offered through UWFV or FVTC.

Financial aid for all courses is administered through UWFV. The option of affordable education closer to home is an ideal fit for people supporting families or for students who need to gain or regain confidence in their study habits and academic abilities, Kust said. "This is such a friendly atmosphere at the (FVTC regional) center," she said.
