Speed is equalized, both are 8-B (Base Mettaton is used), and the battle takes place in the room in the CORE you fight Mettaton in. Both of them start 5 meters apart.

With all due fairness, Homelander is slightly stronger than Mettaton by values (2 tons higher) but is a one-shot above the value he scales to. Though, with Mettaton's durability going through a similar scaling chain being above Undyne the Undying who is much stronger than her base form that got one-shot by Chara, that should make Mettaton able to survive Homelander. It might also be possible for Homelander to flip Mettaton's switch to turn him into his EX form which would lower his durability to a point where he can one-shot, though he wouldn't know about that.

What even are Homie's wincons? MTT's first form is way too durable for him to harm even with him massively upscaling from 14 tons.

Wasn't it 19 tons? Also, he can flip the switch on the back of Mettaton to turn him into his EX form where he can one-shot him.

I don't know, there's no calculations for the Comics on the verse page so I don't know what the conversion is but I remember that it's 14 tons. I don't see why Homie would do that specifically when he can just laser and bullrush like he always do.

It's the calc linked on his City Block rating, although it's somewhat ambiguous as to what was even accepted (Low end is 14 tons while the high end is 19 tons), so for the sake of it, Homelander is 19 tons.

Again, I don't see how MTT doesn't stomp when his defense massively upscales from Asgore and Undyne the Undying. Homie would need prior knowledge to know about the switch because Mett seems to always face forward to hide it.

There's always the possibility of him doing it potentially by accident, but it isn't guaranteed. Homelander also has a lifting strength advantage, so there's a chance for him to incap.

Not sure how he can flip that switch by accident. And how can he incap? Mett can just electrocute him.
